About Us

The TOEIC Justice Project is a joint initiative between the law firm Bindmans and the charity Migrant Voice who have both been supporting and representing the victims of the TOEIC scandal since 2014.

The project aims to provide TOEIC victims and their supporters with:

  • information - useful resources as well as periodic updates on the progress of the ongoing litigation and any developments in the political campaign;

  • collaboration – legal support for campaigning organisations; and

  • litigation - of test cases;

to help right the wrongs done to overseas students falsely accused of cheating TOEIC tests.

Note, we are a small team and do not have the resources to help everyone with a TOEIC case, but whenever we cannot help we will recommend other solicitors’ firms that may be able to.

  • John Halford

    PARTNER, JOINT HEAD OF PUBLIC LAW AND HUMAN RIGHTS, BINDMANS LLP

    John is a Partner and Joint Head of Bindmans Public Law and Human Rights Team. He specialises in judicial review work, challenging the unfair exercise and abuse of power by public authorities, human rights breaches and discrimination. In the Chambers and Partners legal directory John has starred rankings (the highest awarded) in the fields of administrative and public law, human rights and civil liberties. The Legal 500 directory lists him as a leader in the fields of administrative and public law, civil liberties, human rights and healthcare. John currently heads the team bringing compensation claims for individuals falsely accused of cheating on their TOEIC test.

  • Salima Budhani

    ASSOCIATE, PUBLIC LAW AND HUMAN RIGHTS, BINDMANS LLP

    Salima is an associate in Bindmans’ Public Law and Human Rights Department and specialises in public law challenges brought on behalf of vulnerable or marginalised individuals. Salima has had a pioneering role in seeking justice TOEIC victims – she acted for the claimants in a number of lead TOEIC cases including R (Mohammad Mohibullah) v SSHD [2016] UKUT 561, Majumder and Qadir v SSHD [2016] EWCA Civ 1167, R (Abu Gazi) v SSHD [2015] UKUT 327, and R (Khan and others) v SSHD [2018] EWCA Civ 1684 and has given evidence to a number of the inquiries discussed in the campaigning resources pages of this site. She regularly acts on behalf of children and young people, asylum seekers and others subject to immigration control, victims of human trafficking, transgender and intersex people and those with criminal convictions.

  • Theodora Middleton

    SOLICITOR, PUBLIC LAW AND HUMAN RIGHTS, BINDMANS LLP

    Theodora is a solicitor in Bindmans’ Public Law and Human Rights Department and specialises in challenges to the decisions and actions of public authorities. She acts in both public law matters, such as judicial reviews and complaints, and in civil claims against public bodies. Theodora has represented a number of TOEIC victims in public law challenges and immigration matters. She is currently acting for several falsely accused individuals in relation to their compensation claims against the Home Office.

  • Grace Benton

    TRAINEE SOLICOTOR, PUBLIC LAW AND HUMAN RIGHTS, BINDMANS LLP

    Grace is a trainee solicitor in the Public Law and Human Rights department.

    She assists solicitors in the team with a diverse public law caseload, including judicial review challenges, complaints and civil claims. She works with Theodora in representing TOEIC victims in relation to their compensation claims and with John Halford on public law, regulatory and discrimination matters.

  • Isabel Christ

    PARALEGAL, PUBLIC LAW AND HUMAN RIGHTS, BINDMANS LLP

    Isabel is a paralegal in Bindmans’ Public Law and Human Rights Department and supports the team bringing compensation claims on behalf of TOEIC victims. Before joining Bindmans, Isabel worked in the Children’s Public Law department at another firm. She moved into law after working in International Development focusing on the provision of humanitarian aid to unaccompanied asylum seeking children.

  • Cameron Ball

    CAMPAIGNS ORGANISER, MIGRANT VOICE

    Cameron is Migrant Voice’s Campaigns Organiser and has worked on the #MyFutureBack campaign focusing on the TOEIC scandal since 2019. He worked with various journalists, Members of Parliament, and other stakeholders to put pressure on the Home Office to resolve the scandal, he also helped to produce the APPG Report which has been used in multiple hearings by TOEIC victims.
